Glue the popsicle sticks in a square shape.

Take 3-4 pipe cleaners and 6-10 bells. (Bigger bells take up more room, smaller bells can fit more.)
Lace one bell onto the first pipe cleaner.
Lace two bells on the second, and so on, until all bells are used up.

Lay the pipe cleaners on the frame and wrap both ends around either side.
Continue wrapping each pipe cleaner until all are attached.
If desired, a couple of drops of hot glue will secure the pipe cleaners in place.
